Job Description

About the Role

Ably Resources is working with a major energy organisation in Qatar to recruit an experienced Senior QA/QC Engineer to support large-scale onshore projects across engineering, procurement, and construction phases.

This is a senior technical role with responsibility for Quality Management Systems (QMS), contractor oversight, audits, inspections, and compliance with international standards and regulatory requirements. The position plays a critical role in ensuring that quality requirements are embedded, implemented, and enforced throughout the full project lifecycle.

The successful candidate will act as a technical authority and focal point for quality, working closely with project teams, contractors, and stakeholders in a complex, multi-disciplinary environment.

Key Responsibilities

Quality Management Systems & Compliance

Lead the development, implementation, and maintenance of departmental and project QMS documentation in line with ISO 9001 and applicable regulatory requirements.

Ensure QMS compliance requirements are fully incorporated into contracts and effectively implemented by project teams and contractors.

Provide expert guidance on ISO 9001 standards, QMS documentation, and certification requirements.

Audits & Governance

Act as the focal point for internal, external, corporate, and contractor QMS audits.

Coordinate audit planning and execution with project teams and contractors, and actively participate in audits during contract execution.

Monitor, enforce, and report compliance with quality standards across all assigned projects.

Project Quality Planning & Performance

Prepare and manage Project Quality Plans (PQP) and quality KPIs.

Ensure contractor PQPs and KPIs are aligned with project and organisational requirements.

Monitor and report quality performance metrics on a monthly and quarterly basis.

Review Scope of Services (SOS) and Scope of Work (SOW) to ensure quality and technical requirements are embedded.

Review and approve QA/QC documentation and deliverables across engineering, procurement, and construction phases.

Provide technical oversight of welding procedures, NDT activities, inspection test plans, and special processes.

Review and respond to technical queries, deviations, and non-conformances related to QA/QC activities.

Participate in contractor, subcontractor, and vendor pre-qualification processes.

Support technical bid evaluations to ensure quality requirements are clearly addressed and understood.

Review contractor and supplier deliverables to ensure compliance with contract requirements and applicable standards.

Non-Conformance & Corrective Actions

Ensure deviation, NCR, and CAR management systems are implemented and effectively controlled.

Verify corrective and preventive actions and ensure proper closure of quality issues.

Leadership & Site Oversight

Lead and manage multi-discipline QA/QC teams within the department.

Conduct surveillance and oversight of construction activities through regular site visits.

Attend weekly and monthly progress meetings with contractors and project teams.

Candidate Profile

Qualifications

Bachelor’s Degree in Mechanical or Metallurgical Engineering (or equivalent) from an internationally recognised institution.

ASNT Level II certification in RT, MT, PT, and/or UT.

Welding and painting inspection certifications from recognised bodies such as AWS, CSWIP, or TWI.

Professional affiliation with recognised quality organisations (e.g. CQI, ASQ) is desirable.

Experience

Minimum 15 years’ experience in the Oil & Gas industry with internationally recognised EPIC contractors or end-user organisations.

Proven experience across pipelines and process plant projects.

Hands‑on involvement in all phases of Engineering, Procurement, Inspection, and Construction (EPIC)projects.

Demonstrated experience leading or heading QA/QC functions on major projects.

Technical Expertise

Strong working knowledge of international codes and standards including ASME, ASTM, NACE, AWS, API, BS, and ISO.

Sound expertise in welding, NDT, materials, corrosion, and special processes.

Experience with manufacturing inspection, certification processes, and QA/QC best practices.

Personal Attributes

Strong leadership, communication, and stakeholder management skills.

Comfortable working in a multi‑cultural, multi‑disciplinary environment.

Willingness to undertake frequent site visits and manage extended working hours.

Highly organised, detail‑oriented, and capable of operating with minimal supervision.
